In the Edgewood City School District, it is believed all learners can and will learn. These learners both acquire knowledge and apply it in different ways. Membership to the community of learners is not earned, but assumed and unconditional for ALL learners. The uniqueness of each learner is valued and supported. The responsibility for educating learners is shared by all of us, including the community. All participants in the learner's education are valued equally. Their collaboration is critical to success of each learner. Diverse environments and instructional strategies provided by a collaborative team can improve and expand learning.

Special Education in the Edgewood City School District is viewed as a service, not a place. The Service Delivery Model for the district incorporates a full continuum of services which will allow for the provision of special education and related services where and when each child with a disability can benefit. The label of exceptionality will not determine the service delivery. The individual student's needs, as expressed on the Individual Education Plan (IEP), will determine the service delivery in the Least Restrictive Environment.

The Edgewood City School District also provides assistance to students who qualify for a 504 Accommodation Plan. Section 504 is a federal statute that prohibits discrimination against "otherwise qualified handicapped individuals" in any program or activity receiving federal financial assistance. If a student if found not to be eligible under IDEA (Individuals with Disabilities Education Act), the requirements of Section 504 may be applicable if he or she meets the Section 504 of the disability, which is any person who has a physical or mental impairment which substantially limits a major life activity.

The Edgewood City School District also provides home instruction to those individual students who cannot attend their school due to a medical or psychological reason. If a parent is considering home instruction for their child, he/she needs to obtain a medical/psychological statement from a doctor which states the following:
The condition why the child cannot attend school and
The projected duration of the condition which limits the students ability to participate in the regular classroom setting.
In addition, the building level principal will need to complete the School Age Request for Assistance which will state his/her recommendation for the child to receive home instruction.
